| 講演概要 | 中国に対する米国の技術規制は、中間選挙後の議会がホワイトハウスのAI政策を見直し、一定の歯止めを設けるなかで、一進一退を繰り返しながら進展していくとみられる。一方、米国政府が議会からの継続的な働きかけを受けつつデリスキング（リスク低減）を進める中、中国はAIインフラ整備という100年以上ぶりの大規模な産業構築を左右し得る重要な資源・部材において、依然として大きな影響力を有している。 こうした緊張関係は地政学的な不安要因となる一方で、「信頼できる技術パートナー」による新たな連携体制の基盤づくりを促している。その中で、東京は中心的な役割を担うことになる。 本セッションでは、Rhodium GroupディレクターのReva GOUJON氏をお招きし、今後のトランプ政権下における米国の技術政策を方向づける構造的要因を分析し、それが日本の政策担当者および企業に与える示唆について論じていただく。 |
| 講師略歴 | Ms. Reva two decades of professional experience as a geopolitical strategist, working with business and government clients to manage risks, assess scenarios, and make informed decisions. Ms. Reva is known for her ability to watch the map move and anticipate how deep, structural forces, including US-China competition, disruptive technologies, and the reorganization of global trade, are forcing a rethink of corporate strategy and behavior. Ms. Reva leads Rhodium Group's research on US-China technology competition and has worked extensively with companies developing cutting edge technologies in the semiconductor, AI, robotics, and autonomous driving industries. Prior to joining Rhodium Group, Ms. Reva was Managing Director and Head of Strategic Intelligence at Martin+Crumpton Group, a strategic advisory and risk management consulting firm. Before that, she was Vice President of Global Analysis at Stratfor, where she led a global team of analysts and served as chief thought leader for the firm’s strategic analysis, forecasting, and scenario-planning services. Ms. Reva is a life member of the Council on Foreign Relations. She has a Bachelor’s degree in Government from the University of Texas at Austin and a Master’s degree from the Security Studies program of the School of Foreign Service at Georgetown University in Washington, DC. |
